Experience

Mr. Melka has been the Chief Executive Officer (CEO) and President of Melka Marine, Inc. since its incorporation in 1975. As the CEO he has responsibility for the fiscal planning of the corporation. As President he has overall responsibility for the successful completion of marine and land construction as well as diving projects. 

Mr. Melka has actively participated in over 900 projects as head of Melka Marine, Inc. The marine construction projects include numerous sheet pile driving projects, installation and repairs to wooden and steel piers, boat and walkway ramps, dolphins and other miscellaneous marine projects for various private and public sector organizations. Mr. Melka has administrative as well as field experience in each of the projects the company has undertaken. Administrative duties include serving as the company’s Quality Control Manager and Safety Manager. He trains employees on Melka Marine’s Safety Program including Diving and Confined Space Entry Procedures.  

From 1971 through 1974 Mr. Melka developed his management and technical skills by operating a small marine construction company on a part time basis. In 1975 Mr. Melka incorporated the company as L.A. Melka Marine Construction and Diving Co., Inc., soon thereafter the name was changed to its current name. For 17 years (1975 to 1992) Melka Marine, Inc. was affiliated with Williams Industries, a large steel fabrication and erection contractor. Prior to establishing his own company, Mr. Melka was a civilian employee of the Department of the Navy from 1968 to 1975. During his seven year tenure with the Navy Mr. Melka was quickly promoted from a GS 5 to a GS 13. He was assigned to various diving and salvage projects, as well as serving as the Project Engineer for the Certification of Manned Deep Submergence Vehicles, Diving Systems and Equipment Salvage. 

In addition, Mr. Melka is an experienced tug boat captain, as well as being a U.S. Navy certified SCUBA Hard Hat Diver. He holds a Supervisor Commercial Diver Certification Card (ADCI #12811) from the Association of Diving Contractors International.
